PA House passes bill allowing older youth adoption subsidies

The Pennsylvania House of Representatives has voted 196-0 to approve House Bill 856, which establishes the Subsidized Permanent Legal Custodianship Program providing subsidies to families who adopt and enter guardianships with older youth.

The need to re-authorize these subsidies for Transition Age Youth arose when the PA Supreme Court invalidated Act 80 of 2012 in July 2018. It is important to note that in its decision the Court invalidated the law on process grounds rather than policy substance. HB 856 will put this important language back into state law, providing additional certainty for the state and counties, as well as the families receiving support.

Since it has passed the House, the bill now goes to the Senate for consideration.
