Tax-based stimulus checks missed many low-income families

A new Child Trends brief on the reach of the 2020 and 2021 COVID-19 stimulus checks found that tax-based income supports can miss populations that are most impacted by economic recessions.

Among households with children, Latino and Asian households, very low-income households, and households headed by self-employed adults were less likely to receive the first stimulus payment. However, racial and ethnic disparities narrowed for the second and third payments following expanded eligibility criteria and increased IRS outreach.
